This adds the configure option CONFIGURE_POSIX_TIMERS_FACE_BEHAVIOR
which allows the application to choose whether to have the POSIX
timer_create() function follow the behavior defined by POSIX or
the FACE Technical Standard.

the timer_create() method can use CLOCK_MONOTONIC
but there was no test for this.
Also it implements the functionality to
create a CLOCK_MONOTONIC timer and gettime() .

Statically allocate the objects information together with the initial
set of objects either via <rtems/confdefs.h>. Provide default object
informations with zero objects via librtemscpu.a. This greatly
simplifies the workspace size estimate. RTEMS applications which do not
use the unlimited objects option are easier to debug since all objects
reside now in statically allocated objects of the right types.
