* aclocal/rtems-top.m4: Add 2nd arg to RTEMS_TOP.
Rework with_project_root/PROJECT_ROOT and with_project_top/PROJECT_TOPdir.
Add --enable-rtems-root. Rework RTEMS_ROOT.
