* Makefile.am: Merge-in arpa/Makefile.am, machine/Makefile.am,
sys/Makefile.am, vm/Makefile.am.
Add . to SUBDIRS.
* arpa/Makefile.am: Remove.
* machine/Makefile.am: Remove.
* sys/Makefile.am: Remove.
* vm/Makefile.am: Remove.
* configure.ac: Reflect changes above.
