PR 1826/cpukit
* libmisc/cpuuse/cpuusagereport.c, rtems/Makefile.am,
rtems/preinstall.am, rtems/include/rtems.h: Add SMP Helper methods to
Classic API.
* rtems/include/rtems/rtems/smp.h: New file.
