PR 349/bsps
* irq/irq.c, vme/VME.h, vme/vmeconfig.c: Fixes library dependency
on the vmeUniverse driver. It is now possible to use the ppc/shared/irq
code on non-VME BSPs without triggering linkage of the vmeUniverse
driver.
