Preinstall dirs.
* wrapup/Makefile.am: Preinstall dirs. Cosmetics.
* aclocal/check-multiprocessing.m4: Cosmetics.
* aclocal/env-rtemsbsp.m4: Remove RTEMS_ROOT.
* aclocal/project-root.m4: Remove obsolete comments. Remove PACKHEX.
