Refer to newlib-cvs and gcc.4.8.3, and add hashes for patches.
1- Refer to newlib-cvs as it supports OpenRISC/RTEMS by now.
2- Use gcc.4.8.3 release instead of 4.8.2 one.
3- Refer to the new gcc-4.8.3 patch.
4- Add hash feature for patches.
