record: Add rtems_record_dump()
Add rtems_record_dump_base64() and rtems_record_dump_base64_zlib().
Add CONFIGURE_RECORD_FATAL_DUMP_BASE64 and
CONFIGURE_RECORD_FATAL_DUMP_BASE64_ZLIB configuration options.
Update #3904.
