imfs: Constify imfs_memfile_bytes_per_block
The CONFIGURE_IMFS_MEMFILE_BYTES_PER_BLOCK value is validated by
<rtems/confdefs/libio.h>. Changing this value during runtime could lead
to memory corruption.
Update #3894.
