Turn RTEMS Config into a real library.
* Stop self-registration of configs and options
* Create helper tools for loading options and configs
* Add a stub RTEMSConfig class which will be the main entry point
TODO:
* Make all interaction through RTEMSConfig to avoid passing around
an instance of RC.
