Some objects can be created with a local or global scope in a multiprocessing network. In non-multiprocessing configurations setting the scope to local or global had no effect since such a system can be viewed as a multiprocessing network with just one node. One and all nodes is the same in such a network. However, if multiprocessing was configured, creation of a global object in a single node network resulted in an RTEMS_MP_NOT_CONFIGURED error. Remove this error condition for symmetry to the non-multiprocessing setup. This is in line with the task affinity behaviour in SMP systems. Update #4005.

- Remove the printf support leaving the direct printk support configured with TESTS_USE_PRINTK and all other output goes via a buffered vsniprintf call to printk. - Control the test's single init for functions and global data with TEST_INIT and not CONFIGURE_INIT. unnecessarily uses any variables defined by the BSP. On this sweep, use of BSP_Configuration and Cpu_table was eliminated. A significant part of this modification was the addition of macros to access fields in the RTEMS configuration structures. This is necessary to strengthen the division between the BSP independent parts of RTEMS and the BSPs themselves. This started after comments and analysis by Ralf Corsepius <corsepiu@faw.uni-ulm.de>.
