Provide dedicated seize and surrender methods for inherit priority

Add CORE_recursive_mutex_Control and CORE_ceiling_mutex_Control to avoid
the run-time evaluation of attributes to figure out how a particular
mutex methods should behave. Start with the no protocol variants. This
eliminates the CORE_MUTEX_DISCIPLINES_FIFO and
CORE_MUTEX_DISCIPLINES_PRIORITY disciplines.

Remove unused supports_global parameter. Convert
_Objects_Initialize_information() to a macro to avoid use of
RTEMS_MULTIPROCESSING define for each caller.

A mutex must be released by its owner.

CodeSonar detects a possible NULL deference here. But it should never
occur in tested code. Memory for the API Mutexes is reserved by confdefs.h
and are all preallocated when the class of objects is initialized.
Allocating a single instance should never fail.

The holder field is enough to determine if a mutex is locked or not.
This leads also to better error status codes in case a
rtems_semaphore_release() is done for a mutex without having the
ownership.

Use allocator mutex for objects allocate/free. This prevents that the
thread dispatch latency depends on the workspace/heap fragmentation.

Move implementation specific parts of object.h and object.inl into new
header file objectimpl.h. The object.h contains now only the
application visible API.

smartly as possible.
+ remove occurrences of two blank comment lines
next to each other after Id string line removed.
+ remove entire comment blocks which only exited to
contain CVS Ids
+ If the processing left a blank line at the top of
a file, it was removed.

score/include/rtems/score/apimutex.h: API Mutex calls should never
have been inlined. Inlining them lead to many inlined copies of core
mutex lock. This lead to over 2K savings in the SPARC/ERC32
minimum.exe.
* score/src/apimutex.c, score/src/apimutexallocate.c,
score/src/apimutexlock.c, score/src/apimutexunlock.c: New files.
