* tools/Makefile.am: Remove.
* configure.ac: Remove tools/Makefile.am
* acinclude.m4: Fix build_subdir handling.
* Makefile.am: Remove tools from SUBDIRS.
Rename HOST|BUILD|TARGET_SUBDIRS into host|build|target_SUBDIRS.
