* kern/uipc_socket.c: Fix case on SO_RCVTIMEO and SO_SNDTIMEO where
conversion into ticks can result in a 0 ticks timeout which is
the same as requesting no timeout. Reported by Sergei Organov
<osv@javad.ru>.
