* Makefile.am, configure.ac: Convert from Classic API style TOD_Control
as fundamental time structure to POSIX struct timespec. Add
clock_get_uptime().
* nsecs/.cvsignore, nsecs/Makefile.am, nsecs/init.c, nsecs/nsecs.doc,
nsecs/nsecs.scn: New files.
