* aclocal/check-cpuopts.m4: Add config.cache support.
* aclocal/check-cxx.m4: Remove CPLUS_LD_LIBS.
* automake/compile.am: Eliminate PROJECT_LIB.
Remove START_FILE, OBJS from LINK_FILES.
