PR 2026/filesystem - Fix semaphore attributes
Semaphores of type RTEMS_SIMPLE_BINARY_SEMAPHORE are not suitable for a
mutex. Use RTEMS_BINARY_SEMAPHORE with RTEMS_INHERIT_PRIORITY instead.
