score: _Thread_Dispatch_increment_disable_level()
Avoid _Thread_Dispatch_increment_disable_level() and
_Thread_Dispatch_decrement_disable_level() and thus the Giant
lock.
This is a preparation to remove the Giant lock.
Update #2555.
