* libcsupport/src/sleep_noposix.c: Remove.
* libcsupport/Makefile.am: Reflect changes above.
* posix/src/sleep.c, posix/src/usleep.c: Remove.
* posix/Makefile.am: Reflect changes above.
* configure.ac: Error out if libc doesn't provide sleep, usleep.
