* aclocal/version.m4: New file.
* aclocal/rtems-top.m4: Add RTEMS_VERSIONING, replace VERSION w/
aclocal/version.m4.
* bootstrap: Use aclocal/version.m4 instead of VERSION.
* configure.ac: Use aclocal/version.m4 instead of VERSION.
