* aclocal/rtems-top.m4: Set PROJECT_ROOT unconditionally.
* automake/local.am: Remove $(ARCH), clean-local.
* automake/compile.am: Add $(ARCH), clean-local.
Set CXXFLAGS = @RTEMS_CFLAGS@ $(XCXXFLAGS).
