Avoid INTERNAL_ERROR_RTEMS_INIT_TASK_ENTRY_IS_NULL

Replace a runtime check with a compile time assertion.  This makes the
INTERNAL_ERROR_RTEMS_INIT_TASK_ENTRY_IS_NULL obsolete.

Update #4181.
