score: Introduce new monotonic clock
Rename PER_CPU_WATCHDOG_MONOTONIC to PER_CPU_WATCHDOG_TICKS. Add new PER_CPU_WATCHDOG_MONOTONIC which is based on the system uptime (measured by timecounter). Close #3264.
